Complaints procedure
MiCA Article 31 + ESMA guidelines under Article 108. This procedure is published by the issuer, DELTA MULTIMEDIA FRANCE (DMMF), for holders of the MLRCOIN-O utility token and users of the Trace & Anchor service.
How to file a complaint
- Preferred channel: submit the form below, or send a written complaint to reclamations@traceandanchor.com.
- Postal: DELTA MULTIMEDIA FRANCE — Réclamations — 46 chemin du Camping, 34300 Agde, France.
- Withdrawal right (Art. 13 MiCA) is handled separately at retractation@traceandanchor.com.
- Data protection (GDPR) is handled at rgpd@traceandanchor.com.
What happens next
- Acknowledgment within 2 working days, with a unique reference number.
- Substantive response within 30 calendar days. Complex cases may be extended once, to a maximum of 90 days, with a written justification.
- Languages: French (authoritative) or English. Translations to DE / IT / LV / RU supported on best-efforts basis.
- No fee is charged to the complainant.
- Records of every complaint are retained for at least 5 years.
Escalation and external remedies
If our response does not resolve the matter, you may escalate — at no cost to you — to:
- Médiateur du e-commerce de la FEVAD (consumer mediation, French Consumer Code) — www.mediateurfevad.fr.
- Autorité des Marchés Financiers (AMF) — the competent authority under MiCA. Complaint portal: amf-france.org/en/complaint.
- Commission Nationale de l'Informatique et des Libertés (CNIL) for data-protection complaints — cnil.fr/en/plaintes.
- Competent courts of Béziers, France (applicable law: French law).
Lodging a complaint with DMMF does not suspend any limitation period applicable to your legal rights.
